Excellently written, I didn't like the set-up too much, with lawless, lecherous cops doing nasty things to perfectly 'innocent' folk.
Was also wondering why Chesna had to guess Morgan's rank when it says 'Sergeant Morgan' on his nametag...

Congrats on a solid sequel to the intro piece, and one built on some interesting foundations. (You might want to look at some old SF books by Andre Norton, I think, called Time Traders... there were several, and they faced similar challenges). There is some concern with final editing; there are several missing words and such. I am most anxious to see the next chapter! (9/10)
